Dear Prof. Prytulak ,

     We appreciate your suggestion of using bags as decoys, included in your letter of Oct. 26, 73 - addressed to Mr. Dayan.  Though the idea is not new to us (as you guessed rightly), we analysed it once more.  The analysis shows that there are quite a number of basic difficulties involved.
