This might be of interest for the brain drain discussion.  I am quoting from an editorial in Saturday's (25 Oct.) Montreal Gazette.

"In a sign of the times, next month, various levels of government and an organization representing 500 high-technology companies will send a trade mission to Europe.  The mission, called Passport Canada, will travel to Roumania and Ukraine, former communist countries which once boasted completely state-funded education systems.  Canadian companies are hoping to create an east-to-west brain drain, attracting engineers struggling in economies still in transition from state-run to open-market."

Conclusion:  Ukraine is being plundered.  It is the very best people that will be lured out of Ukraine.  Nothing Canada is doing or will do for Ukraine will compensate Ukraine for this loss.  The biggest help that Canada could give Ukraine is to lower trade barriers, especially in high-tech industries, so that Ukrainian brains could find employment in Ukraine.  Note, incidentally, that Ukraine's weak economy is in the interests of all plunderers fewer of those scientists and engineers would leave if Ukraine were doing better economically.  When Ukraine's economy begins to revive, as it ultimately must, and there emerges some possibility to start high-tech ventures, the brains needed for them will be found not to exist they will be working for competitors in other countries.  Thank you very much, Canada, for your help.

Another recent story that I heard over CBC radio is how Canadian business supports death squads in Columbia because these act against trade unionists who threaten profits from Canadian investments.
