Bill C-18, Citizenship of Canada Act;

The new bill was tabled in the House of Commons by Denis Coderre and passed first reading on October 31, 2002. It is available on this site in pdf format as cit-bill.pdf or in html format at the parl.gc.ca site linked below.
Andrew Telegdi issued a press release praising the general intent of C-18, but suggesting substantial amendments were required. His two websites at

The news media reports, including the editorial by Peter Worthington, have been generally positive. On Nov. 07 and 08, 2002, Inky Mark protested the two classes of citizenship enshrined in Bill C-18.
My own interpretation of Sections 16 to 18 of Bill C-18 are very negative. Indeed, the provisions to withhold evidence from the defense on grounds of national security are downright frightening.
