When Conrad Black was offered a peerage, the prime minister made it impossible for Black to accept. The newspaper tycoon had to renounce Canadian citizenship to achieve one of his life's ambitions. Now comes word that bureaucratic roadblocks are being put up to stop Paul Jackson from renewing his passport -- for the sixth time! ("Loyal citizen," Aug. 23, 2002) Without it, Jackson will find himself unable to complete a film project with Latin movie star Salma Hayek. Wow! Authorities here know how to hurt a guy who displays the temerity to buck the tide of political orthodoxy.
