Quebec Passes Bill Recognizing
Holodomor as a Genocide
Quebec, Canada -- June 03, 2010 -- Members of the Quebec's National
Assembly yesterday [02Jun2010] unanimously passed Bill 390 -- An Act to
proclaim Ukrainian Famine and Genocide (Holodomor) Memorial Day.
The Bill, which was introduced in November by MNA Louise Beaudoin and
received unanimous approval at first reading, commemorates victims of
the Holodomor (the engineered famine in Ukraine which murdered millions
of Ukrainians in 1932-33).
The legislation recognizes the Holodomor as "the famine and genocide
that occurred in Ukraine in 1932 and 1933 where millions of Ukrainians
perished as victims of a famine deliberately induced by the Soviet
regime under Joseph Stalin to quash the aspirations of the Ukrainian
people for a free and independent Ukraine."
The Bill further builds on the 1998 Ukrainian Presidential decree, the
law adopted by the Parliament of Ukraine in 2006, legislation
unanimously passed by the Parliament of Canada in 2008 as well as
statutes adopted by the provincial legislatures of Alberta,
Saskatchewan, Manitoba and Ontario which recognize the Holodomor as a
genocide against the Ukrainian people and establishes the fourth
Saturday in November as a Day of Remembrance for the victims of this
mass atrocity.
"Today, the Government of Quebec paid tribute to the millions of
innocent victims of the Holodomor, condemned the heinous crimes of the
Soviet Communist regime of Joseph Stalin, and has helped to restore
historical justice, stated Marika Putko, UCC Quebec Provincial Council
President. "We applaud the resolve and courage of Quebec's legislators
in ensuring the passage of Bill 390 which proclaims the fourth Saturday
of every November as a day of remembrance-Holodomor Memorial Day and
that recognizes the Holodomor of 1932-1933 as an act of genocide."
"We commend the members of the Quebec National Assembly for their work
to ensure that the tragedy of the Holodomor is recognized and will no
longer be whitewashed by apologists for the Soviet system." stated Paul
Grod, Ukrainian Canadian Congress (UCC) National President.
"Quebec becomes the sixth jurisdiction in Canada to recognize Holodomor
as famine genocide. May the lesson that the World has
acknowledged not be forgotten in Ukraine."

3 липня, 2010 року, Квебек-ДепутатиНаціональної Асамблеї Квебеку учора
одноголосно прийняли законопрект #390 - щодо визнання Голодомору
1932-1933 рp. геноцидом українського народута проголосили День пам'яті
жертв Голодомору.
Законопроект, поданий на розгляд в листопаді депутатомНаціональної
Асамблеї Луісом Бодвеном, отримав одностайне схвалення в першому
читанні та визнав геноцидом штучно створеного голоду в Україні
1932-1933 рр., в результаті якого загинули мільйони українців.
Закон визначає Голодомор «актом геноциду українського народу в Україні
1932-1933 рр., жертвами якого стали мільйони українців. Голод був
штучно створений радянським режимом Йосипа Сталіна, щоб знищити
прагнення українського народу до побудови вільної та незалежної
Української держави».
Цей законопроект є продовженням законодавчих актів щодо Голодомору,
таких як указу Президента України від 1998 року, який було схвалено
Верховною Радою України у 2006 році; законопроекту про Голодомор,
який одностайно був прийнятий Парламентом Канади у 2008 році, а також
відповідних актів, які були прийняті законодавчими зборами
провінцій: Альберта, Саскачеван, Манітова та Онтаріо і визнавали
Голодомор 1932-1933 рр. геноцидом українського народу, а кожну четверту
суботу листопада встановлено як День пам'яті жертв цього масового
злодіяння.
«Сьогодні уряд Квебеку вшанував пам'ять мільйонів невинних жертв
Голодомору, засудив жахливі злочини радянського комуністичного режиму
Йосипа Сталіна, і тим самим долучився до відновлення історичної
справедливості», - заявила Голова КУК відділ Квебек Марійка Путко. «Ми
вітаємо рішучість і мужність законодавців провінції Квебек у сприянні
прийняття законопроекту #390, який визнає Голодомор 1932-1933 рр. актом
геноциду українського народу, і згідно якого кожну четверту суботу
листопада проголошено Днем пам'яті жертв Голодомору».
«Ми дуже цінуємо роботу депутатів Національної Асамблеї Квебеку, згідно
якої трагедія Голодомору вже визнана на високому рівні, що тим самим
пролито світло на чорні плями в історії Радянського Союзу», - зазначив
Президент Конґресу Українців Канади Павло Ґрод. «Квебек став
шостою юрисдикцією в Канаді, якa визналa Голодомор актом геноциду
українського народу. Нехай це стане прикладом того, що світ
пам'ятає і визнає правдиву історію українського народу».

Le Québec adopte un projet de loi reconnaissant l'Holodomor comme un génocide
QUéBEC. Le 3 Juin 2010 - Hier les députés de l'Assemblée nationale du
Québec ont adopté à l'unanimité le projet de loi 390 - Loi proclamant
le Jour commémoratif de la famine et du génocide ukrainiens
(l'Holodomor).
Le projet de loi, qui a été introduit en Novembre par la députée Louise
Beaudoin et reçu l'approbation unanime en première lecture, commémore
les victimes de l'Holodomor (famine en Ukraine ingénierie qui
assassinèrent des millions d'Ukrainiens en 1932-33).
La loi reconnaît l'Holodomor comme «la famine et du génocide qui a sévi
en Ukraine en 1932 et 1933 où des millions d'Ukrainiens ont alors péri,
victimes de la famine provoquée délibérément par le régime soviétique
de Joseph Staline en vue d'anéantir les aspirations du peuple ukrainien
à la liberté et à l'indépendance de l'Ukraine."
Le projet de loi s'appuie sur le décret présidentiel ukrainien de 1998,
de la loi adoptée par le Parlement de l'Ukraine en 2006, la législation
adoptée à l'unanimité par le Parlement du Canada en 2008 ainsi que les
lois adoptées par les législatures provinciales de l'Alberta, la
Saskatchewan, le Manitoba et l'Ontario, qui reconnaisse l'Holodomor
comme un génocide contre le peuple ukrainien et établit le quatrième
samedi de Novembre comme Jour commémoratif pour les victimes de cette
atrocité collective.
«Aujourd'hui, le gouvernement du Québec a rendu hommage aux millions de
victimes innocentes de l'Holodomor, a condamné les crimes odieux du
régime communiste soviétique de Joseph Staline, et a contribué à
rétablir la justice historique, » a déclaré Marika Putko, présidente du
Conseil provincial du Québec du Congrès des ukrainien-canadiens. «Nous
saluons la détermination et le courage des député(e)s du Québec pour
assurer le passage du projet de loi 390, qui proclame le quatrième
samedi de chaque Novembre comme jour commémoratif du Holodomor et qui
reconnaît l'Holodomor de 1932-1933 comme un acte de génocide."
«Nous félicitons les membres de l'Assemblée nationale du Québec pour
leur travail pour s'assurer que la tragédie de l'Holodomor est reconnu
et ne sera plus blanchies à la chaux par les apologistes du système
soviétique, » a déclaré Paul Grod, le président national du Congrès des
Ukrainiens Canadiens (CUC). «Le Québec devient la sixième gouvernement
au Canada à reconnaître l'Holodomor comme un génocide. Que la leçon que
le monde a reconnu ne soit pas oublier en Ukraine."
