 Dear Participant:
 This is to cordially invite you to a Conference being
hosted by the Crimes Against Humanity and War Crimes Section of
Canada's Department of Justice, to be held November 1, 1999.  The purpose of the Conference is to bring together
government and non-government people whose work or studies focus on war
crimes issues. It is hoped that the Conference will provide individuals
with different perspectives and areas of expertise a forum for the
frank exchange of ideas on ways to ensure Canada does not become a safe
haven for war criminals. Five individuals from outside government, each
a recognized expert in his or her chosen field, have been invited to
make presentations on specific areas of the law to an audience of
invited government and non-government individuals. Additionally, three
government representatives will make presentations of their work on
behalf of the Federal Government. Following each presentation, time has
been allotted for questions and comments. It is hoped that these
questions and comments will trigger discussion and debate during the
health and meal breaks - discussion and debate will continue on well
after the end of the Conference to the benefit of all concerned.  Attached you will find an agenda and list of
participants for your information and use. The conference will be held
at the Government Conference Centre, 2 Rideau Street, Ottawa (across
from the Chateau Laurier). Coffee will be available from 8:30, with a
welcome address from the Assistant Deputy Attorney General commencing
at 9:00.  Please confirm your attendance by telephone or e-mail
