Statement by the President of Ukraine during the General Debate of the 72nd session of the United Nations General Assembly

Distinguished Mr. President,

Excellencies,

Ladies and gentlemen,

On behalf of Ukraine, I sincerely congratulate the honorable Mr. Miroslav Lajčák on his election as President of the 72nd session of the General Assembly.

Mr. President, Ukraine fully supports all six priorities defined by you for the upcoming session and is ready to assist you in your noble efforts.

A lot must be done to translate our common vision of a peaceful, prosperous and equal world into reality.

The spiral of violence continues to affect more and more countries and regions.

Transnational terrorism, use of force in international relations, proliferation of weapons of mass destruction, refugee crisis, poverty, human rights violations and environmental fragility are only some of the challenges we face.

The scope of threats demands our joint resolute response.

It is time to act and we have a very narrow window of opportunity to avoid sliding down into irreversible chaos.

The United Nations should be at the forefront of this process.

Ukraine has always advocated the need to reform the United Nations to meet the most urgent global challenges timely and adequately.

In this regard, we welcome the efforts of the Secretary-General, since the first day of his mandate, to develop and implement a robust, comprehensive UN reform agenda.

No less than we welcome and support the US initiative to promote an effective and meaningful reform of the United Nations.

A comprehensive reform of the Security Council is long overdue.

We hope that this session will herald a new momentum in the Intergovernmental Negotiations on a blueprint for Security Council reform.

Mr. President,

Let me take this chance to state clearly that we in Ukraine cannot agree more with the call for the sovereignty to be universally respected and guaranteed.

This very conclusion was timely and rightly raised yesterday from this podium.

When the UN was set up, it was designed to maintain peace and security in the world based on principles of respect for sovereignty and integrity of borders.

The founding nations, among those was Ukraine as well, aimed at securing the world where the sovereign right of free choice to be respected.

So was this principle to be guarded by P5 in the name of sustainable peace and security.

That was the principle that happened to be so blatantly violated against my own country by one of the P5.

This is the principle which is to be back on track upon whatever means and tools we have at hand.

And Ukraine is a right place to invest into this noble endeavor, in the name of sustainable peace and security.

That is what millions of Ukrainians have struggled for since the beginning of the Russian aggression in 2014 in Donbas and Crimea.

A three-year-long war with Russia has resulted in 10 thousand people killed, 7% of Ukrainian territory occupied, 20% of Ukrainian economy and industrial output is seized, destroyed or simply stolen.

However, the most horrific thing in this situation is that the Kremlin has consciously chosen the tactics of increasing human sufferings.

The occupied Crimean peninsula, according to the human rights activists, has turned into a territory of repressions.

Anyone disagreeing with Kremlin risk their freedom and even life.

Ukrainians and Crimean Tatars get arrested even for posts in social networks or, as it was in case of Crimean farmer Volodymyr Balukh in December 2016, for putting a Ukrainian national flag on a private residence.

Persecution of the leaders of the Mejlis – the representative organ of Crimean Tatars, whose activities were banned by the Russian occupiers continues.

Only a week ago, Ahtem Chiygoz, Deputy Head of the Mejlis, was sentenced to 8 years of prison for standing up against the Russian occupation.

Another Deputy Head of the Mejlis, Ilmi Umerov, with serious health problems, remains under house arrest, not even allowed to leave Crimea for medical treatment.

Russia blatantly violates the UN General Assembly Resolution 71/205 “Situation of human rights in the Autonomous Republic of Crimea and the city of Sevastopol”.

It keeps ignoring all requests of the Office of UN High Commissioner for Human Rights to ensure proper and full access of the international human rights monitoring missions to Crimea.

The Kremlin pays no respect to the provisional measures of the International Court of Justice imposed on it.

The ICJ urged Russia to refrain from maintaining or imposing limitations on the ability of the Crimean Tatar community to conserve its representative institutions, including the Mejlis, and to ensure the right for Ukrainian citizens to study in Ukrainian language.

Such disregard of Russia’s international obligations must receive proper response of the international community.

The international community has to keep a close eye on Crimea to prevent a new genocide inspired by modern proponents of Stalin’s totalitarian ideology against the Crimean Tatars and Ukrainians.

I rely on support of your delegations for Ukraine’s initiatives to ensure observance of human rights in the temporarily occupied Crimea, in particular a further respective UN GA resolution. 

We need to strengthen the international regime of de-occupation of Crimea.

The fact that at the highest international level – UN General Assembly – Russia was recognized as an occupying power, proves that we are on the right track.

The time has come to establish an international group of friends of Ukrainian Crimea to coordinate our common steps. 

We count on coordinated and targeted support of our international partners.

Militarization of Crimea is another security threat that affects the whole of Southern and Eastern Europe as well as North Africa and the Middle East.

Ukraine strongly condemns numerous military exercises conducted in the occupied Crimea as well as close the borders of Ukraine, in particular “West-2017”. 

Together with our neighbors and partners we urge Russia to ensure full compliance with its commitments under the OSCE Vienna Document and other international rules concerning military activities.

The security and human rights situation in Donbas remains no less dramatic than in Crimea.

This year Ukraine initiated three major ceasefire attempts - Easter, Harvest and Back-to-School ceasefires. Yet again, Russian occupation troops and their proxies violated them almost immediately.

In breach of the Minsk agreements, Russia keeps its regular military and continues to supply heavy weapons and ammunition to the occupation troops in certain areas of the Donetsk and Luhansk regions.

It flatly denies the establishment of the OSCE permanent control over Ukraine-Russia border.

The release of hostages within the Minsk process is completely deadlocked.

A list of Ukrainian hostages in Donbas grows constantly. People are captured deliberately. Their only fault is that they have a pro-Ukrainian position.  

We remember the fate of 16-year-old Stepan Chubenko, who was killed with 5 shots in the head (!), after Russians saw him wearing a Ukrainian ribbon.

Another example. The 63-year-old Donetsk theologian Ihor Kozlovsky is in jail for over two years under false accusations and deprived of any communication with family and friends.   

Russia still keeps at least 16 Ukrainian political prisoners on its territory.

Ukrainian film-director Oleh Sentsov and Ukrainian journalists Roman Suschenko are among the most prominent cases.

Just think about it.

Stealing other nations’ land… kidnapping people… conducting a hidden war…downing a civilian aircraft… spreading lies globally – is this the kind of behavior we expect from a permanent Security Council member?

Russia is not a contributor to international security, but its biggest threat.

Today Russia is, perhaps, the only country in the world that has conflicts – hot, frozen or potential – with almost all its neighbors.

Mr. President,

The key problem in Donbas is that Ukraine and Russia strive for completely different things.

Ukraine wants peace and restoration of sovereignty over its territory.

Russia wants control over Ukraine and undermines every effort to restore our sovereign control within Ukraine’s borders.

So, Russia tries to exchange peace in Ukraine for Ukraine’s freedom.

Ukraine will never accept that kind of a deal, nor will the international community.

The latest hybrid “peacekeeping proposals” from Moscow are yet another example of Russia’s real ambitions – to legalize its proxies and to freeze the conflict forever.

We would welcome any proposal that would bring peace to my country.

We remain convinced that a full-fledged UN peacekeeping operation is the only viable solution to de-escalate, to protect people of Ukraine and to get us closer to a political solution.

That is why the peacekeepers’ mandate should cover the entire occupied area, including the Ukrainian-Russian state border.

This is the must.

As long as the border is used as the main supply route for manpower and weapons to Donbas, there will be no peace in my country.

This mission should respect basic UN peacekeeping principles and guidelines.

One of them is that UN peacekeepers should be impartial. There is no place for aggressor’s personnel. They cannot be a part of it by definition.

Let me stress: any abuse of the UN peacekeeping toolbox to secure the gains of aggression is unacceptable.

If we have an opportunity to bring peace to the heart of Europe – we should get the conditions right.

A robust international presence can also help us cope with the increase of terrorist activities in the conflict-affected areas.

The terrorist component in Russia’s hybrid war against Ukraine is clearly visible and became a reality of everyday life in Donbas.

Three years ago, the world was stunned when the Malaysian Airlines flight MH17 carrying 298 people onboard was blown up in the skies over Donbas.

Ukraine is determined to do everything to bring to justice those responsible for this mass murder.

Two investigations – technical and criminal – have been carried out.

Both revealed the details.

Those who were behind this horrible crime came from Russia. The missile came from Russia.

The death of the MH17 victims is on Russia’s conscience.

The five countries comprising the Joint Investigation Team have decided to prosecute those responsible for downing of MH17 within the Dutch judicial system.

This year, the International Court of Justice has started hearings in the case brought by Ukraine against Russia for violating the 1999 Financing of Terrorism Convention.

We hope that the decision of the United Nations’ highest court will help bring the Russian Federation to justice for its numerous violations of international law and for financing crimes committed since 2014.

As the process begins, we count on support and facilitation of all UN Member States.

Mr. President,

For decades, Ukraine has served as a resolute contributor to global security.

In the name of peace and in exchange for security assurances, Ukraine gave up its nuclear arsenal – third largest in the world.

Twenty years after Ukraine was invaded by one of those who vowed to respect and (if necessary) to protect Ukraine’s borders.

Yet, we remain resolute advocates of global non-proliferation and disarmament.

That’s why we strongly condemn nuclear tests and multiple launches of ballistic missiles by the North Korea.

We are deeply concerned about the continuous diversion of the resources from critical human needs to feeding Pyongyang’s nuclear arsenal, coupled with serious human rights abuses.

We resolutely stand for reinforced measures to stop Pyongyang’s illegal activities and bring the North Korea in line with the international legal framework.

At the same time, let me reiterate Ukraine’s call upon the UN Security Council to undertake in-depth investigation into the development of the North Korean nuclear and missile programmes, in order to expose any possible foreign assistance to Pyongyang in this area.

We also express our deepest concern with the current situation in Syria.

We believe that full implementation and adherence to the word and spirit of the 2012 Geneva communiqué and UNSC resolution 2254 are absolutely vital for the settlement of the conflict in that country.

What draws our special concern with regard to this bloody conflict is Russia’s use of the occupied Crimea as a military outpost for projecting power in Syria.

As the war there rages on, huge numbers of Russian military assets are deployed to Syria by ships based in the Crimean harbors.

It is also deeply disturbing that the African continent continues to suffer from the numerous unresolved conflicts.

Being the UN Security Council non-permanent member, my country has spared no effort to support the African continent in safeguarding the main principles of the international order – sovereignty, non-interference in domestic affairs, the rule of law and peaceful settlement of disputes.

As Chair of the Committee established by the Council Resolution 2127, we have actively supported regional and international efforts to stabilize the situation in the Central African Republic.

As of January 2017, Ukraine assumed chairmanship of the 1591 Committee on Sudan, and we are determined to contribute to the international efforts to resolve the conflict in Darfur.

African countries can fully count on Ukraine as its reliable friend.

Mr. President,

My country is fully committed to implementing the 2030 Agenda for Sustainable Development and achievement of the Sustainable Development Goals.

Despite heavy defense expenses more than 5% of its GDP, Ukraine keeps going through fundamental transformations – fighting corruption, promoting judicial reforms, implementing decentralization, improving business opportunities.

A year and a half ago the economic situation in Ukraine was so dire that we could only dream about macroeconomic stabilization.

Now we have all grounds to say that economic recovery is in place.

Such areas as ensuring sustainable energy supply, food security, promoting innovation development and sustainable infrastructure as well as promoting an effective public health system, affordable education and decent work are among priorities within the 2030 UN Development Agenda in Ukraine.

I am convinced that no country alone can achieve sustainable development without sustainable peace and security.

There is also no doubt that the mitigation of global warming remains one of the indispensable elements of sustainable development.

Ukraine is fully committed to our obligations under the Paris climate agreement.

Our intentions in this regard are very serious. Ukraine was the first European country, which deposited its instrument of ratification to the United Nations.

Mr. President,

The United Nations has always played a leading role in ensuring that the crimes of the past could never happen again.

The 72nd session of the General Assembly coincides with the 85th Anniversary of one of the deadliest crimes of the 20th century – the crime of Holodomor.

It was a man-made famine in Ukraine in 1932-1933 organized by the Stalin totalitarian regime that killed 7 to 10 million Ukrainians.

Dr. Raphael Lemkin, the author of the Convention on the Prevention and Punishment of the Crime of Genocide, adopted by the UN General Assembly in 1948, described that destruction of the Ukrainian nation as “the classic example of genocide”.

I appeal to all UN member states to make their own historic judgement and to make decision by recognizing Holodomor as an act of genocide.

Mr. President,

This is a challenging time for all of us.

Evermore people die in wars and natural disasters.

Truth is blindsided by the post-truth.

The world is divided again – between those who believe that freedom is indispensable and those who believe freedom is expendable.

One group wants to reach a better future.

The other one drags us into the past.

It’s time for those who believe in freedom to come together.

It’s time for freedom to be strong, convincing and convinced.

Let’s be that way!

President's statement at the high-level open debate of the UN Security Council on the Reform of the UN Peacekeeping: Implementation and Follow-up

Mr. President,

Thank you for making this summit possible.

It is only fair that this seminal session falls within the Presidency of Ethiopia -- a nation with an outstanding peacekeeping record.

It is truism that, to be up to speed with unpredictable world, UN peacekeeping endeavor badly needs reform – as does the whole UN system.

That is why it is exactly the high time to assess the current state of play, ongoing reform efforts and prospects of UN peacekeeping.

I sincerely hope that this debate, along with the resolution we have just adopted, and which Ukraine has cosponsored, will contribute to this vital exercise.

Mr. President,

I have to admit that since the last discussion of the issue at the Leaders Summit in 2015, the world is getting less and less safe.

War and aggression are spreading.

Peace and goodwill are in retreat.  

Our Organization, which was created to secure peace and stability in the world, cannot and must not afford to stand aside.

It must be proactive, as it was outlined in the reviews of UN Peacekeeping and Peacebuilding capabilities.

Reviews that regrettably remain under-implemented in practice.

In this light, we welcome and fully support the efforts of the Secretary-General to develop and implement a robust, comprehensive UN reform agenda.

Agenda with a focus being rightly placed on strengthening the UN peace and security architecture.

I see a number of essential ingredients for success here.

To begin with, it is the truly proactive role of the Secretary-General in carrying out his responsibilities in accordance with Article 99 of the UN Charter.

No less important is the task of protection of civilians that has evolved into an integral part of UN peacekeeping.

Due attention should also be given to securing proper funding and sufficient capabilities, including aviation assets, advanced intelligence and modern technologies.

Moving from traditional peacekeeping to cost-effective “smart peacekeeping” is long overdue.

Last but not least, I commend your initiative, Mr. Secretary-General, to eradicate the scourge of sexual exploitation and abuse.

The scourge which continues to overshadow UN peacekeeping achievements.

Being a responsible UN member state, Ukraine has signed the relevant Compact with the Secretary-General.

We look forward to its early implementation across all UN operations.

Mr. President,

I am proud that Ukraine has been a strong partner of this Organization in peacekeeping activities for many years.

Ukrainian blue helmets have participated in UN operations throughout the world.

In many cases, they indeed were instrumental in reaching peace -- from the Balkans to Africa.

Ukraine’s involvement in UN peacekeeping did not halt even at the height of the armed attack on my country by the Russian Federation.

But, today we need the UN’s peacekeeping shoulder too.

As you are well aware, in 2014 Russia unleashed an armed aggression against Ukraine and occupied a part of its territory.

The Russia’s mantra that «we are not there» does not hold water.

There are undeniable facts that Russia creates, leads, controls and sponsors terrorists operating in Donbas.

This is another evidence -- these are IDs of Russian officers and soldiers (the President has demonstrated the relevant documents), some of them are in Ukrainian prisons, for their illegal actions on the occupation of Ukrainian land.

A three-year-long Russia’s aggression has cost Ukraine over 10 thousand people killed, about 25,000 wounded and about 1.8 million internally displaced.

In order to restore peace in my country, back in spring 2015, I officially requested the President of the Security Council to initiate appropriate procedures for the deployment of a UN peacekeeping operation in Ukraine.

It has since gained additional urgency.

The situation is not getting better in the Donbas region.

Despite repeated cease-fire initiatives, ordinary people continue to suffer.

The Human Rights Monitoring Mission in Ukraine recorded 161 conflict-related civilian casualties in the period from mid-May to August 2017, with 26 deaths and 135 injuries. Just think of these numbers. And this is happening in the 21-st century, in the heart of Europe!

People’s rights to life, liberty, freedom of speech, freedom of conscience continue to be violated on a daily basis.

They can be killed for going to a wrong church, speaking a wrong language -- or just disagreeing.

If tragedy on this scale doesn’t warrant UN peace presence, than what does?!

In this regard, I would like to reaffirm my request to this Council to deploy peacekeepers in Donbas -- we need to move forward on this track, the sooner – the better.

I therefore welcome the start of exchange among Council members on the way forward. Ukraine is ready to participate constructively.

I must, at the same time, reiterate that a road to effective peacekeeping -- and, eventually, to the settlement -- lies through unconditional withdrawal of all foreign military personnel, mercenaries, their weapons and equipment from Ukraine.

Moreover, reliable international control over the temporarily uncontrolled part of the Ukrainian-Russian state border should be secured.

This is the key, as there can be no success in bringing peace in Donbas without preventing Russian troops, arms, equipment and mercenaries to continue to infiltrate into Donbas.

Deployment of a UN peacekeeping operation should restore justice, rather than freeze the conflict and cement the occupation.

And the justice would be: to restore Ukraine’s sovereignty over its territory.

The justice would be: to make sure that no one can take away Ukraine’s freedom.

While designing this mission all UN peace-keeping principles should be observed.

And we will insist on this throughout the negotiation process, no matter how long it will take.

Let me also reaffirm the invitation to the Secretary-General to exercise his authority under the Charter and to send a Technical Assessment Mission to Ukraine.

Based on the mission’s analysis, possible options of the UN political and security presence in Donbas should be elaborated and presented for further consideration to the Security Council.

We expect such mission to analyze and assess the overall situation on the ground.

In conclusion, Mr. President, I would like to underline that peacekeeping remains one of the effective instruments to make our world a safer and secure place.

In this regard, let me underscore Ukraine’s unwavering commitment to the UN peacekeeping endeavor.

Повноцінна миротворча операція ООН на окупованому Донбасі є єдиним ефективним рішенням для деескалації, захисту народу України та для наближення до політичного врегулювання

Про це президент Петро Порошенко заявив у своєму виступі на загальних дебатах 72-ї сесії Генеральної асамблеї ООН, передає Еспресо.TV.

"Вельмишановний пане Президенте,

Ваші високоповажності,

Пані та панове,

Від імені України я щиро вітаю поважного пана Мирослава Лайчака з обранням Президентом 72-ї сесії Генеральної Асамблеї ООН.

Пане Президенте, Україна повністю підтримує всі шість пріоритетів, визначених Вами на наступну сесію і готова сприяти Вам у ваших благородних зусиллях.

Чимало має бути зроблено, щоб втілити в реальність наше спільне бачення світу – мирного, процвітаючого та рівного.

Виток насильства продовжує зачіпати все більше і більше країн та регіонів.

Транснаціональний тероризм, використання сили в міжнародних відносинах, розповсюдження зброї масового знищення, криза біженців, бідність, порушення прав людини та вразливість довкілля, лише декілька з тих викликів, які стоять перед нами.

Масштаб викликів вимагає нашої рішучої та спільної відповіді.

Час діяти, і ми маємо дуже вузьке вікно можливостей, щоб уникнути сповзання в безповоротний хаос.

Організація Об’єднаних Націй має бути на вістрі цього процесу.

Україна завжди виступала за необхідність реформування ООН з тим, щоб Організація відповідала вчасно та адекватно на більшість невідкладних глобальних викликів.

У цьому зв’язку, ми вітаємо зусилля, які Генеральний Секретар з першого дня свого обрання докладає для розробки і реалізації повноцінного та всеохоплюючого порядку денного реформування ООН.

Так само ми вітаємо і підтримуємо ініціативу Сполучених Штатів щодо просування ефективної і цілеспрямованої реформи Об’єднаних Націй.

Всеохоплююча реформа Ради Безпеки давно уже назріла.

Сподіваємося, що 72-а сесія Генеральної Асамблеї сповістить про новий етап у міжурядових переговорах стосовно програми реформи Ради Безпеки.

Пане Президенте,

Дозвольте скористатися з цієї нагоди та чітко заявити, що ми, в Україні, не можемо не погодитися із закликом поважати та гарантувати суверенітет у глобальному вимірі.

Цей висновок, що як ніколи на часі, було справедливо проголошено вчора з цієї трибуни.

Коли засновувалася ООН, вона задумувалася для того, щоб підтримувати мир та безпеку у світі на основі принципів поваги до суверенітету та цілісності кордонів.

Нації-засновниці, серед яких була і Україна, прагнули убезпечити світ, де поважають суверенне право вільного вибору.

Це той принцип, на сторожі якого мали бути п’ять постійних членів Ради Безпеки в ім’я сталого миру та безпеки.

Це саме той принцип, який так безцеремонно порушила проти моєї держави одна країна з цієї п’ятірки.

Це саме той принцип, який ми маємо повернути всіма засобами та інструментами, що є в наших руках.

І Україна – це саме те місце для інвестування у цю благородну справу в ім’я сталого миру та безпеки.

Це те, за що мільйони українців боряться з початку російської агресії в 2014 році в Криму і на Донбасі.

Трирічна війна з Росією – це 10 тисяч вбитих, 7% окупованої української території, 20% української економіки – захопленої, знищеної чи просто вкраденої.

Однак, найбільш страшним у цій ситуації є те, що Кремль свідомо обрав тактику посилення людських страждань.

Окупований кримський півострів, відповідно до правозахисників, уже перетворився на територію репресій.

Хто наважиться не погодитися з Кремлем, ризикує своєю свободою і навіть життям.

Українці та кримські татари зазнають арештів навіть через публікацію в соцмережах, або, як це сталося у випадку кримського фермера Володимира Балуха в грудні 2016 року – за вивішування українського національного прапора на приватному будинку.

Тривають переслідування лідерів Меджилісу – представницького органу кримських татар, чия діяльність заборонена російською окупаційною владою.

Лише тиждень тому, Ахтем Чийгоз, заступник глави Меджилісу, був засуджений до 8 років ув’язнення за виступ проти російської окупації.

Інший заступник глави Меджилісу, Ілмі Умеров, який має серйозні проблеми зі здоров’ям, перебуває під домашнім арештом, і йому заборонено покидати Крим для лікування.

Росія безцеремонно порушує Резолюцію Генеральної Асамблеї ООН 71/205 «Стан з правами людини в Автономній Республіці Крим та місті Севастополь (Україна)».

Вона продовжує ігнорувати усі заклики Управління Верховного комісара з прав людини забезпечити відповідний та безперешкодний доступ до Криму для міжнародних моніторингових місій з прав людини.

Кремль не виконує також тимчасові запобіжні заходи, визначені Міжнародним Судом ООН.

Міжнародний Суд зажадав від Росії утримуватися від збереження чи накладення нових обмежень на можливість кримськотатарської громади зберігати свої представницькі інституції, включаючи Меджиліс, і забезпечити право українських громадян на навчання українською мовою.

Така неповага Росії до міжнародних зобов’язань мусить отримати належну відповідь з боку міжнародної спільноти.

Міжнародна спільнота має уважно відстежувати ситуацію в Криму, щоб попередити новий геноцид проти кримських татар та українців, інспірований сучасними поборниками сталінської тоталітарної ідеології.

Я розраховую на підтримку вашими делегаціями ініціатив України щодо забезпечення дотримання прав людини в тимчасово окупованому Криму, зокрема наступної відповідної резолюції ГА ООН.

Ми маємо посилити міжнародний режим деокупації Криму.

Той факт, що на найвищому міжнародному рівні – Генеральній Асамблеї ООН – Росія визнана окупаційною державою доводить, що ми на правильному шляху.

Настав час створити міжнародну групу друзів українського Криму для координації наших спільних кроків та дій.

Ми розраховуємо на скоординовану та цілеспрямовану підтримку наших міжнародних партнерів.

Мілітаризація Криму є ще одним безпековим викликом, який зачіпає всю Південну та Східну Європу, а також Північну Африку та Близький Схід.

Україна рішуче засуджує численні військові навчання, які проводяться в Криму, а також біля кордонів України, особливо «Захід–2017».

Разом із нашими сусідами і партнерами ми закликаємо Росію забезпечити повну відповідність її дій до зобов’язань в рамках Віденського документа ОБСЄ та інших міжнародних правил, що регулюють військову діяльність.

Стан дотримання прав людини та безпекова ситуація на Донбасі є не менш драматичною, ніж в Криму.

Цього року Україна ініціювала три значні спроби започаткування режиму припинення вогню – з нагоди Великодня, збору врожаю та шкільне перемир’я. Однак, російські окупаційні війська та їхні маріонетки знов їх всі порушили.

У порушення Мінських домовленостей Росія продовжує направляти регулярні сили та постачати важке озброєння та боєприпаси окупаційним військам на території окремих районів Донецької та Луганської областей.

Вона безцеремонно відкидає встановлення постійного контролю ОБСЄ над кордоном між Україною та Росією.

Питання звільнення заручників у рамках Мінського процесу зайшло в глухий кут.

Список українських заручників на Донбасі постійно зростає. Люди викрадаються навмисно. Єдиною їхньою провиною є проукраїнська позиція.

Ми пам’ятаємо про 16-річного Степана Чубенка, який був вбитий п’ятьма пострілами в голову (!) після того, як росіяни побачили його з українською стрічкою.

Інший приклад. 63-річний теолог з Донецька, Ігор Козловський, більш, ніж два роки, перебуває у в’язниці через неправдиві обвинувачення та позбавлений можливості спілкування зі своєю сім’єю та друзями.

Росія все ще утримує щонайменше 16 українських політв’язнів на своїй території.

Серед найбільш відомих - український режисер Олег Сєнцов та український журналіст Роман Сущенко.

Просто замисліться.

Крадіжка землі іншого народу … викрадення людей … ведення прихованої війни … збиття цивільного літака ... поширення брехні по всьому світу – чи ця поведінка личить постійному члену Ради Безпеки?

Росія є не контрибутором міжнародної безпеки, а її найбільшою загрозою.

Сьогодні Росія, мабуть, єдина країна в світі, яка має конфлікт – гарячий, заморожений чи потенційний – майже з усіма сусідами.

Пане Президенте,

Головна проблема Донбасу в тому, що Україна та Росія прагнуть цілковито протилежного.

Україна хоче миру та відновлення суверенітету над своєю територією.

Росія хоче контролю над Україною і підриває всі зусилля, спрямовані на відновлення нашого суверенітету у рамках кордонів нашої держави.

Росія прагне обміняти мир в Україні на свободу України.

Україна ніколи не прийме таку домовленість. Не прийме її і міжнародна спільнота.

Нещодавні гібридні «миротворчі пропозиції» від Москви є ще одним прикладом справжніх амбіцій Росії, яка прагне легалізувати своїх маріонеток та заморозити конфлікт назавжди.

Ми вітатимемо будь-яку пропозицію, що принесе мир в нашу країну.

Переконані, що повноцінна миротворча операція ООН є єдиним ефективним рішенням для деескалації, захисту народу України та для наближення нас до політичного врегулювання.

Саме тому мандат миротворців повинен покривати усю окуповану територію, включаючи українсько-російський державний кордон.

Це обов’язкова умова.

Поки кордон використовується як ключовий шлях для постачання озброєння та особового складу на Донбас, доти не буде миру в моїй країні.

В основі цієї місії мають бути керівні принципи миротворчої діяльності ООН.

Одним з них є неупередженість миротворців. У такій місії нема місця для представників агресора. Вони не можуть бути її частиною за визначенням.

Наголошую, що будь-яке зловживання миротворчими інструментами ООН для закріплення наживи агресії є неприйнятним.

Якщо ми маємо можливість принести мир у серце Європи – то для цього повинні визначити правильні параметри.

Повноцінна міжнародна присутність може також допомогти нам впоратися зі зростанням терористичної діяльності на територіях, які зачепив конфлікт.

Терористичний компонент гібридної війни Росії проти України є чітко вираженим і став реальністю щоденного життя на Донбасі.

Три роки тому, світ був приголомшений збиттям в небі над Донбасом рейсу Малайзійських авіаліній MH 17 з 298-а людьми на борту.

Україна рішуче налаштована робити все можливе для притягнення до відповідальності усіх причетних до цього масового вбивства.

Тривають два розслідування – технічне та кримінальне.

Обидва виявили конкретні деталі.

Ті, хто стояв за цим жахливим злочином, прибули з Росії. Ракета була доставлена з Росії.

Смерть жертв рейсу МН17 на совісті Росії.

П’ять країн, що складають Спільну слідчу групу, вирішили притягнути до відповідальності винних за збиття МН17 у рамках нідерландської правової системи.

Цього року, Міжнародний Суд розпочав слухання у справі України проти Росії за порушення Міжнародної конвенції про боротьбу з фінансуванням тероризму (1999).

Ми сподіваємося, що рішення суду найвищої інстанції ООН допоможе притягнути Російську Федерацію до відповідальності за численні порушення міжнародного права та фінансування злочинів, скоєних з 2014 року.

Розраховуємо на підтримку та сприяння з боку усіх держав-членів ООН у цьому процесі.

Пане Президенте,

Протягом десятиліть, Україна була рішучим контрибутором до глобальної безпеки.

В ім’я миру та в обмін на безпекові гарантії, Україна віддала свій третій найбільший у світі ядерний арсенал.

Двадцять років потому в Україну вдерся той, хто обіцяв поважати та (якщо необхідно) захищати державні кордони України.

Тим не менш, ми залишаємося рішучими прихильниками глобального нерозповсюдження та роззброєння.

Саме тому, ми суворо засуджуємо ядерні випробування та багаторазові запуски балістичних ракет, здійснені Північною Кореєю.

Ми глибоко стурбовані постійним вилученням ресурсів, за рахунок першочергових людських потреб, задля підживлення ядерного арсеналу Пхеньяну, у поєднанні з серйозними порушеннями прав людини.

Ми рішуче виступаємо за посилення заходів, спрямованих на припинення незаконної діяльності Пхеньяну та повернення Північної Кореї у міжнародно-правове поле.

Водночас, дозвольте мені підтвердити заклик України до Ради Безпеки ООН провести детальне розслідування щодо розробки ядерних і ракетних програм Північної Кореї з метою виявлення будь-якої можливої зовнішньої допомоги Пхеньяну в цій сфері.

Ми висловлюємо наше найглибше занепокоєння у зв’язку з теперішньою ситуацією в Сирії.

Вважаємо, що повне виконання та дотримання слова і духу Женевського Комюніке 2012 року та Резолюції РБ ООН 2254 є безумовно необхідним для врегулювання конфлікту в тій країні.

Що привертає нашу особливу увагу у контексті цього кривавого конфлікту, то це використання Росією окупованого Криму як військового форпосту для проектування військової сили в Сирії.

У той час як там триває війна, велика кількість російського військового обладнання перевозиться до Сирії кораблями, що базуються в портах Криму.

Надзвичайно тривожно і те, що Африканський континент теж продовжує страждати від низки неврегульованих конфліктів.

Як непостійний член Ради Безпеки ООН, моя країна не шкодувала зусиль для підтримки Африканського континенту та збереження головних принципів міжнародного порядку - суверенітет, невтручання у внутрішні справи, верховенство права та мирне врегулювання спорів.

Як Голова Комітету, створеного Резолюцією Ради 2127, ми активно підтримували регіональні та міжнародні зусилля для стабілізації ситуації в Центральній Африканській Республіці.

З січня 2017 року Україна перебрала головування 1591 Комітету з питань Судану. Ми маємо твердий намір підтримати міжнародні зусилля з врегулювання конфлікту в Дарфурі.

Африканські країни може цілковито розраховувати на Україну як на надійного друга.

Пане Президенте,

Моя країна повністю віддана імплементації Порядку денного сталого розвитку 2030 та Цілей сталого розвитку.

Незважаючи на серйозні витрати на оборону, які сягають більше 5% ВВП, Україна продовжує здійснювати фундаментальну трансформацію - боротися з корупцією, просувати судову та правоохоронну реформи, впроваджувати децентралізацію, покращувати бізнес-можливості.

Півтора роки тому економічна ситуація в Україні була настільки складною, що ми могли лише мріяти про макроекономічну стабілізацію.

Тепер у нас є всі підстави заявити про економічне відновлення.

Серед ключових пріоритетів Порядку денного ООН у галузі розвитку 2030 в Україні – забезпечення сталого енергопостачання, забезпечення продовольчої безпеки, сприяння розвитку інновацій та стабільної інфраструктури, а також просування ефективної системи охорони здоров'я, доступної освіти та гідної праці.

Я впевнений, що жодна країна не в змозі самотужки досягти сталого розвитку без стійкого миру та безпеки.

Тому, зміцнення миру та сприяння посиленню безпеки має стати рушійною та об’єднуючою силою наших спільних зусиль з досягнення Цілей сталого розвитку.

Україна віддана нашим зобов’язанням відповідно до Паризької кліматичної угоди.

Наші наміри щодо цього питання дуже серйозні. Україна була першою європейською країною, яка віддала на зберігання свою ратифікаційну грамоту Організації Об'єднаних Націй.

Пане Президенте,

Організація Об’єднаних Націй завжди відігравала провідну роль у забезпеченні того, щоб злочини минулого ніколи не могли повторитися.

72-а сесія Генеральної Асамблеї співпадає з 85-тою річницею одного з найбільш смертоносного злочину ХХ століття - Голодомору.

Це був штучний голод в Україні в 1932-1933 роках, організований тоталітарним режимом Сталіна, який призвів до загибелі від 7 до 10 мільйонів українців.

Доктор Рафал Лемкін, автор Конвенції про запобігання та покарання злочину геноциду, прийнятої Генеральною Асамблеєю ООН в 1948 році, назвав знищення української нації «класичним прикладом геноциду».

Я закликаю держави-члени ООН прийняти власне історичне рішення про визнання Голодомору актом геноциду.

Пане Президенте,

Це час випробувань для усіх нас.

Все більше людей гине у війнах та стихійних лихах.

Істина затьмарена «пост-правдою».

Світ знову поділений між тими, хто вірить, що свобода є необхідною, і тими, хто вважає свободу неважливою.

Одна група прагне побудувати краще майбутнє.

Інша – тягне нас у минуле.

Настав час для тих, хто вірить у свободу, єдність.

Настав час для свободи бути сильними, переконливими і переконаними.
